Jiaoling County is located in the northeastern part of Guangdong Province. According to statistics, the county has a population of approximately 230,000, mostly living in mountainous areas, with a high proportion of elderly residents. There is a significant demand for cataract surgeries every year. However, some people have difficulty affording the eye surgery due to poor family conditions, and there is an urgent need for public welfare assistance to address this issue.

YCCT, aware of the substantial demand for surgeries among the elderly in Jiaoling, took the lead in introducing the project with the Jiaoling County Committee of the Communist Youth League. The Jiaoling County Health Bureau jointly supervised the project, while the Jiaoling County People's Hospital was designated as the specific implementing hospital. The Volunteer Federation also cooperated in carrying out the project. At the same time, the Qujiang Volunteer Association, which has been assisting with the Cataract Recovery Hope Project for many years, served as the supervisory party to jointly promote the Free Cataract Surgery Hope Vision Project in Jiaoling County.

On March 18, 2023, YCCT officially signed a cooperation agreement with the Jiaoling County Committee of the Communist Youth League, Jiaoling County Health Bureau, Jiaoling County People's Hospital, Jiaoling County Volunteer Federation, and Qujiang District Volunteer Association. They aim to provide free phacoemulsification surgery to disadvantaged elderly residents in Jiaoling, helping local cataract patients with financial difficulties who are suitable for surgery to regain their vision and improve their quality of life. At the same time, the project promotes love and demonstrates the spirit of mutual assistance.
